After careful consideration and deliberation, looking over at the events of the past week, and more importantly discussing with Mr. Jack Noir, we have determined to put an end to the Search and Rescue Division and relieve Mr. Noir with all the honors that we can bestow upon him. The decision does not come lightly, as we believe it is one of the ultimate duties to keep the citizens safe. However, how can we do this if the citizens themselves do not put their trust in the person who is appointed to render aid in such circumstances? In short, as much as we try, we cannot protect you from yourselves and the decisions you make. Please join me in giving Mr. Noir one last salute and thank him for the service he dutifully carried out.
