One way to disrupt the peace and incite riots is just a pinch of famine. Instilling farmlland with too much of a naturally occurring substance can kill crops, or better, poison the harvest. Very difficullt to trace. Gets the poor in particullar upset, pits llow and high bllood against one another. Very effective.

Well, technically yes. The point is generally to instill distrust in the entire hierarchy, make highblloods seem incompetent and unfit to rulle. Then, you swoop in and recruit the dissenting llowblloods, hungry and more than willing to sollve it with viollence.
