Touhou is many things. The shmup is just as much Touhou as the fighting game, which is just as much Touhou as the photography game, which is just as much Touhou as the standalone albums.
There's been a total of 6 Touhou fighters (5 if you don't count 10.5 and 12.3 separately). For comparison, there are only 4 photography games and 3 phantasmagorias. Fighting games are arguably the main thing that a non-integer Touhou title tends to be, and the Twilight Frontier partnership is kind of A Big Deal.

I'd consider a tag fighter with danmaku mechanics where all battles are aerial so you can jump up or down to be pretty goddamn cool, personally.
