Actually, that's only for clowns in London, UK who have chosen to register their facepaint style as a sort of trademark. It's not a requirement at all!

Sure! Pugs used to have long legs, a long tail, and longer snouts and we're bred over time to have shorter versions of all of these. However, breeding efforts to return them back to having longer snouts and legs are being made in order to spare them the breathing problems they have.
