What a chump.
Lightning is a flow of charge, traditionally from clouds to the ground. In that case, you would need a strong potential difference between them - a negative cloud, and a positive ground. Molecules of air already contain both negatively and positively charged particles in a balanced quantity, so for your source, you would destroy all of an atom except for its electrons, and for your target, you would destroy its electrons.
