I see. I also realised I misread your post, and that you misunderstand the point of conciliatory quadrants as a concept. You are aware that, at least in their original purpose, conciliatory quadrants exist as a tool to aid in prevention of mass collaboration against the empire. Muddying the waters with further concupiscent actions is bad for both regular trolls and the empire itself. Its no wonder you won't get any support for that one. Not to mention that forcing people to partake in even more couplings or face death means you will quite cleanly cut down the population even further, how many people do you know with a solid ashen quad? This is not only ridiculous but also just a bad idea in general.
The concept of Moraillegiance as it was originally designed when it was introduced was "a mutually beneficial relationship between a lowblood and a highblood, in which the highblood is soothed and the lowblood is protected". By forming this relationship and setting it as a standard and incredibly desirable relationship, the empire has created a system by which lowbloods felt the need to try and find the One Highblood Who Will Protect Them. This causes more sucking-up to highbloods, and also taught many lowbloods that the only people they could rely on were their quadmates. By pushing this ideal, the empire created a method to make people not think twice about the lessening of collaboration and the push to rely solely on quadrants to create all important social ties. There is a reason many people still call friendship "a disease". Now, over the millennia the concept of moirails has thankfully changed significantly. However, introducing pailing as a mandatory standard would completely affect the system that does still remain, and likely destabilise it. From the perspective of the empire, that's a shitty decision. From the perspective of a normal troll who doesn't think that hard about it, you're basically saying they have to fuck their likely-nonsexual partners. Which is fucked up. I'm all for moirails with benefits, but you're on some total bullshit here. This is the same sort of logic as "well if we're using too many resources we should just cull more people". You're just trading one conceptual problem for another.
