There are lower councils of legislacerators, and higher councils. There are those who handle matters of judgement, and those who handle matters of the mundane, such as bearaucracy (keeping track of civil cases, information like legal name or sign changes, and noting when a troll is dispawsed of by another.) Most likely, in your case, this alleged lady could likely do what she speaks of, only if you can certify that her credentials are legit. Well, I imagine if this ghost is Alternian, there is no reason they would not be subject to the law. After all, what is a law if it is not applied *tantamount* across all those under its jurisdiction? It may be harder to pawsecute a ghost, but I see no reason one could not try. How exactly has this ghost wronged you, if I may ask?
uhhhh so context: a few days ago, and no I'm not kidding, slenderman was here and he was having us collect pages, howlever I was late so I didn't get any. slenderman said I could keep collecting pages anyways if I found them and I did! bark they were scattered around a dude's corpse. I collected them and stuff, the dude was not alive!! please note, NOT alive! I did not steal! anyways the dude's ghost apparfntly was not all that happy I took the pages ig bark he pretended to be nice. told me he found a new fishing spot with supreme fish and I had to go check bark it turned out to be a wulv and uh he pushed me in. got stuck fur a few days, not fun, bark I made it out today! so uh yeah, ghost pushed me in a wulv...𓆝 𓆟 𓆞
Well Mr. (or whatever title you prefer) Boldum, I believe we may just have a clear cut case on our hands! When a troll is dead, they waive all rights to their pawssessions, as noted in Clawse 3, Section 10 of the "Alternian Code of the Deceased". As such, you did not open yourself to retaliation or anything of the sort, making their attack on your pawrson largely *unconscionable.* I have not yet completed my licensure to practice law yet, but I strongly recommend you lawyer up with this aforementioned lady in your original pawst and wring ebeary boonbuck you can out of this unruly ghost!
