One instinct a revollutionary must llearn to overcome in facing a greater adversary such as The State is having too much sympathy. The Empire emplloys llowblloods first and foremost in their warfare, disposablle as they are perceived to be, and much greater in number. And they serve, willinglly or no, and will end you if hesitation is granted to them. They must die, in most cases.
