I agree. However, I do feel that location also plays a part. A samurai or cowtroll on the high seas would not be doing quite so well, while a pirate would be incredibly in their element. That being said, I do not see any situation where the cowtroll wins. Samurai have also been known to ride hoofbeasts or other mounts to great effect, after all.
