an OOC block blocks them for every character you have; a regular block just blocks them for whoever you're currently viewing the site as.

I *believe* that an IC block is only for the "account" you're currently using, whereas an OOC block applies to every "account" you own.

//Blocking someone IC is blocking their character with the character you’re currently using, blocking OOC blocks all the characters the person you block has. Additionally, iirc, blocking IC blurs posts (You can unblur them) And blocking OOC hides the account and posts.
