I can only repeat the rumors coming from the publisher conference, but I believe so. There is talk of paid DLC for some things that personally I think should be in the basegame, but nothing about in-game currencies or the like.
you know they're going to ship with day one dlc. but i guess that means they're also coming up with new ways to play. maybe they're bringing in home rules people were already using. at least adding them as options so everyone can know you can even play that way would be nice!
