A) No probably not, because the whole point of The Purge series is that the upper class literally had plants in lower income neighborhoods to make it seem like the poors were all violent and wanted it to be this way all along. They do this to a) Keep them distracted from the things really keeping them down b) Watch the scandal from their ivory towers c) Literally as a tool to control the world puppet style, passing laws that fit their agenda and consolidates their power even further.
