More of a universes girly less of a time girly. Adjacent? But yes. Muptiple timelines and universes in and adjacent to paradox have access to the site. Is it confusing? Yes. You get used to it over time.
There are also some actors at play who may just be role playing. I have doubts about the Draculas on here
