You need to ask someone with a Moderator badge, and you have to make a case for why you need a special badge for yourself. Other badges are for milestones, or for cooperation with the website.

I did ask for it. I made my case by saying that I defeated N'zoth the Corruptor, first of my server. But it seems people have gotten the wrong idea about it, so I got rid of it.
