No letter can be 9 syllables long for all syllables consist of multiple letters! What a nonsensical riddle, where could you possibly go with this??
I think you're thinking of it all wrong! And it's not letter it's letterS. For example xyz are 3 syllables long! And these letters are ones we use every day you may even be using them right now!

I see, a simple misunderstanding... Very well, I apologize for my brash statement. Lots of stupid people going around this site, you see. Now, three commonplace letters that consist of 9 syllables altogether... Hmm... Well, "W" is clearly part of the correct option. "Double U" has three syllables on its own. Yet I cannot think of many more that are particularly lengthy in their syllable count... ...Got to say, you have me stumped! I am frankly impressed. And interested in finding out the answer..!
Might it be the three Ws øne finds in a web address?

Hm. I gave it much thought, and I simply cannot come up with another word that falls under this category. Very well, I would like the answer.
You were close! WWW was the answer! Every website youve ever been on likely started with these three letters!

... Right, they didn't have to be different letters, of course. Darn it, I definitely could have gotten that if I had just reread the instructions..! Screw my tunnel vision!! ...But, I cannot deny, that was a mighty amusing riddle, hahah. Even if I feel a little embarassed, I cannot help but appreciate the riddle and your delivery of it. Thank you for the good time.
