i figure ideally it would be a very open ruleset like gen 9 anything goes or an equivalent, but we can have house rules that limits the amount of legendary and mythical pokemon anyone can use at a time for balancing. that way everyone can use their favorites and have it be generally balanced?
i say 'or an equivalent' because i'm not sure if anything goes is a format available in gen 9, and in that case we would probably just have to use the ubers format or maybe the almost any ability format, again with house rules. SOMETHING that allows for basically everything.
