No, it's not an exaggeration. Look, I just wouldn't interact with him. He's only really a problem if he's found himself with a sick, perverted interest in you, and the best way you can avoid that is by not staying clear in the first place. Outside of that, I don't think he's a real issue. Just don't talk to him.
