One way to disrupt the peace and incite riots is just a pinch of famine. Instilling farmlland with too much of a naturally occurring substance can kill crops, or better, poison the harvest. Very difficullt to trace. Gets the poor in particullar upset, pits llow and high bllood against one another. Very effective.
