Please, Indulge me. As an Emperor who's slowly making his own slower, gradual reform of my Alternia, to accomplish such seems almost like a pipe-dream, yet you've managed to achieve it. I'm open fins.
It was a lot less graceful t)(an just me announcing a Senate and everybubbly agreeing! First, I turned all of t)(e Coral Court’s little advisory councils into one provisional assembly. -Every major trenc)(, colony, fleet district, caste community, and labor corps was allowed to send representatives. Some elected t)(em! Some drew lots! T)(e assembly wrote a c)(arter separating t)(e treasury, courts, fleets, and lawmaking powers. T)(e Senate controls laws and spending. T)(e courts can overturn illegal acts. T)(e admirals answer to a civilian committee instead of w)(ic)(ever )(ig)(blood lays claim. T)(ere is also an emergency executive office, boat its powers expire after t)(irty days unless t)(e Senate votes to extend t)(em. @royalVizier )(elped wit)( t)(e wording! )(e was very insistent about expiration clauses. And succession procedures. And exactly w)(ic)( senators could never, under any circumstances, be placed alone in a room wit)( t)(e fleet codes. Strangely, every name on t)(at list later attempted somet)(ing awful. )(e )(as suc)( good intuition! T)(en, we )(eld elections under an independent commission t)(at I sourced t)(roug)( C)(ittr! Candidates )(ad to disclose t)(eir property, private armies, financial backers, and immediate plans for treason. T)(e last one was not originally on t)(e form, boat it saved us a surprising amount of time! T)(e military swore loyalty to t)(e c)(arter instead of me, t)(e Senate ratified my transfer of power, and I dismissed t)(e old Imperial cabinet. I am tec)(nically still allowed to advise t)(em, boat I cannot issue laws, collect taxes, appoint senators, or order cullings. @royalVizier was retained as a non-voting Continuity Advisor, w)(ic)( means )(e )(as access to every office and document, boat no actual power! So, yes! A proper Senate! Probubbly! 38D Also. T)(is didn't just )(appen over lig)(t! I know it seams I'm keeping you all informed relatively quickly, but it's been about t)(ree sweeps since I started using C)(ittr, and about two sweeps since I executed -Eridan for )(is initial )(ig)(blood Uprising. I know it sounds silly, but if it weren't for )(is uprising kneecapping most )(ig)(er castes of interest t)(at joined )(is little ensemble, it wouldn't )(ave been possible! Wow! I finally took t)(ree days off after t)(e w)(ole )(ig)(blood revolt situation and do you know w)(at )(appened? Nobody attempted a coup. Nobody poisoned a councilor. Nobody even dramatically c)(allenged me to sea-dweller combat at dinner. It turns out )(alf t)(e empire only seamed terrifying because everybody was running on twelve t)(ousand sweeps of in)(erited paranoia and sleep deprivation. We )(eld a reconciliation feast in t)(e capital trenc)( and several former revolutionaries ended up getting embarrassingly emotional over grilled sea dragon and c)(oir music. One purpleblood commander actually apologized to a jadeblood in public wit)(out exploding into flames afterward, so I t)(ink t)(at means we’re making progress! Well.
