It depends. Traditionally, on Earth, I was informed culling is, for the most part, against the law. However, on Earth-C, we have adopted a more “talk shit, get hit” approach.
[ Murder is illegal on most Earths and morally humans find it wrong. To cull would have gotten them tried in a court of law and their fate decided by their government's courts. ]
