Someone living in a rough area whose caste is perhaps slightly "higher" or "lower" than the general populous of the territory may wear all-grey. Businesses may encourage all-grey employees, either for mistaken shows of "comradery", or to make it harder for people to find their secrets by making it harder for people to figure out who their workers are. Some uniforms are all-grey to cut down on costs. There are plenty of mundane reasons. There are also the obvious ones. The only thing that hemoanomyity tells you is "This person is hiding their blood colour". It tells you absolutely nothing else. It doesn't tell you who they're aligned with.
